God does not rule the Earth. Satan does. 

God rules Heaven and Eden. 

In Luke, Satan tempts Jesus by offering him "all the kingdoms of the world". How could he offer these unless they were his to give? How could he offer them to the Son of God if God owned and controlled them. 

The world is run by money and power, self gain, corruption, kill or be killed. Evil. "It is easier for a camel to pass through the eye of the needle than for a rich man to enter the kingdom of Heaven".
